Helping Shape ECD Priorities

30 October 2026 by Con Tributor

The City of Cape Town’s Community, Arts and Culture Development Department hosted four Regional Early Childhood Development (ECD) Conversations, bringing together practitioners, principals, non-governmental organisations (NGOs), government departments, and sector partners to discuss challenges and identify solutions to strengthen the ECD sector.

Building on the success of previous ECD Indabas, the regional conversations brought local ECD operators and practitioners together to discuss challenges, and contribute to the City’s ECD programme priorities and strategic planning.

About 733 participants attended the four regional conversations in Parow, Kraaifontein, Sarepta and Retreat.

The engagements focused on six key areas:

  1. Compliance and regulation
  2. Infrastructure and facilities
  3. ECD staff and professional development
  4. Access, equity, and inclusion
  5. Family and community support and
  6. Partnerships, coordination, and sustainability.

These discussions explored the barriers affecting ECD services and how the City and its partners could work together to create a more coordinated, accessible, and supportive environment for young children, their families, ECD personnel, and the governance structures that support ECD centres.

The conversations also highlighted the need to simplify and better coordinate compliance and registration processes without compromising children’s safety or the quality of ECD services.

Stakeholders discussed the importance of improving infrastructure, supporting the ECD workforce, and strengthening families and communities as active partners in children’s early development.

Through these engagements, the City aims to strengthen collaboration and encourage knowledge sharing across the ECD sector, recognising the important role that early childhood development plays in children’s wellbeing, learning, and long-term development.

‘The issues raised will inform discussions at next year’s ECD Indaba, where recommendations from the four regional engagements will be consolidated to help shape an action plan and guide future priorities for the sector. By strengthening the sector, we are investing in the future of young children. ECDs lay the foundation on which the emotional health and academic success of our boys and girls are built.

‘Thank you to everyone who attended and provided valuable input into these conversations. The turnout is proof of not only how important it is to work together towards solutions, but of how many people are committed to excellence in the sector,’ said the City’s Mayoral Committee Member for Community Services and Health, Councillor Francine Higham.
