The Minister of Infrastructure, Tertuis Simmers, confirmed in a written reply to a DA parliamentary question that the Dunoon’s Killarney Gardens Development project has included empowerment targets by providing opportunities to the province’s registered contractors with the Construction Industry Development Board. In order to monitor and evaluate the project’s development, I will be organising an oversight visit with the WCPP Standing Committee on Human Settlements to the construction site in Dunoon.
This development is set to attract small or medium-sized businesses that are partially or entirely owned by historically disadvantaged people and have at least 30% female ownership – so far, two subcontractors have already been appointed. These are especially important in terms of women’s advancement and empowerment in the Western Cape construction industry. With approximately 1500 households expected to relocate by June 2024 upon completion, the development will be mixed-use and will also serve as a Transactional Residential Area.
This historic development will generate economic opportunities not only for small businesses but also for locals who will be employed by the development’s contractors and subcontractors. To measure the number of jobs created, the main contractor will report to the Department on a monthly basis regarding how many jobs have been created and the various empowerment targets that have been achieved.
